People with mental retardation are those who develop at a below average rate and experience difficulty in learning and social adjustment. The regulations for the Individuals with Disabilities Education Act (IDEA) provide the following technical definition for mental retardation.

A Colorado company has developed a software program
that permits people with cognitive disabilities to send email
using only voice and pictures.
The application's developers, whose efforts were funded
through the U.S. Department of Education, said the program
gives users who can't read or write a means of receiving,
composing and sending email.
